The Treasurer is an elected official, chosen by the voters of Franklin County and serves a four year term. Our present Treasurer is Susan J. Wray.
This office is responsible for collection of all monies due the county. We collect personal property, real estate, state income and estimated income taxes. The Treasurer's office collects meals tax and transient occupancy tax as well. Other departments in the county bring their daily collection to the Treasurer's office for processing. Example: You may purchase a building permit in the Building Inspection's department but at the end of the day the money and appropriate papers are brought to the Treasurer's office for deposit.
There are many calls daily from lending institutions needing to know the status of certain taxes because a taxpayer may be considering refinancing a home or business.
Bank Statements for the county are also handled through this office as we reconcile statements for not only the county, but the schools and social services departments as well.
We try very hard to listen to the taxpayers and make changes in procedure whenever possible to better serve the citizens of the county. There are signs displayed in our office explaining charges and additional information concerning phone numbers, etc., for state offices such as the Virginia Game and Inland Fisheries.
The goal of this office is to help the citizens receive efficient and informative responses to their concerns and questions.

Dog Tags are also issued from within this office. We sell the actual tags and send out letters concerning dog tag purchasing to all persons having a dog vaccinated by local veterinarians.
IMPORTANT: State Law requires that all dogs FOUR (4) MONTHS OLD OR OLDER must have a certificate of rabies vaccination. The vaccine shall be licensed by the United States Department of Agriculture for use in that species and shall be administered by a currently licensed veterinarian. The certificate of vaccination must be signed by the veterinarian and include the veterinarian’s license number and expiration date of the vaccination. Dog licenses go on sale in October for the upcoming year and county tags expire December 31st of each year. No application form is required, but you are required to furnish current rabies certificate.

(The certificate will be returned to you with the dog tag.) Dog tags must be fastened to a collar and worn by the dog. If a tag is lost or destroyed, apply for a duplicate tag immediately by presenting the original receipt to the Treasurer’s Office.
If you are purchasing a kennel tag you must present the certifications of vaccination for ALL dogs kept in the kennel. For more information about animal licensing and other ordinances affecting animals, contact the Animal Control Officer at 483-7440.
