Independent Living Program

The Department of Social Services is located on Route 220 three miles south of Rocky Mount.  The Department of Social Services provides both financial and social work services that are administered according to state and federal regulations. The mission of the Department is to promote self reliance, strong families and provide protection for County residents through community based services.

FINANCIAL SERVICES INCLUDE

Temporary Assistance to Needy Families (TANF) Food Stamps
Medicaid Auxiliary grants for the aged, disabled and blind
Indigent burial Energy assistance
Assistance with hospital bills for medically indigent  

All the above programs have differing eligibility guidelines and require completion of applications and verification of information. Programs are designed to assist low-income families or individuals through cash grants or in-kind payments to meet financial needs.

Adoption services Other court ordered services
Nursing home screenings and placement Adult home placement
Adult stabilization and support Day care
Employment services Crisis Intake and Referrals

Certain social work services are based solely on need and not on income eligibility. The focus of social work services is to strengthen a family's or individual's ability to be self-sufficient, independent, to avoid inappropriate institutional placements, and to provide protection for those persons unable to protect themselves.

Clerk II – Position #00020-08

Performs a variety of clerical duties. Establishes & maintain files; collects & posts data. Prepares reports & correspondence. Answer phones and direct calls.  Provides information to staff members & the public.  Ability to collect financial/statistical data & post it accurately on a prescribed form; knowledge of office procedures; ability to file materials accurately; skill in operating office machines; & ability to perform simple arithmetic.  Permanent/ full time.

Account Clerk I – Position #00062-08
Permanent Full-Time

Maintains financial records & accounts of budgetary expenses. Prepares checks, warrant registers, & financial & statistical reports. Interprets financial policies & regulations; & initiates correspondence relative to accounts.  Open and distributes mail.  Backup for receptionist. Performs a variety of clerical duties. Establishes & maintain files; collects & posts data. Director of Social Services

Currently accepting applications for the position of Director of Social Services. The essential function of the position within the organization is to direct, plan, organize, and formulate local policy for the Franklin County Social Services Department, in addition, has responsibility for program development, personnel management, fiscal management, and public relations. Incumbent insures full utilization of community resources and participates in the development of new resources. The position is responsible for budget development, coordination of community resources, making final personnel decisions, directing staff, preparation of grant applications, and implementing programs. The position formulates long range goals for the organization; develops policy and position papers and develops partnerships within the community to achieve the department’s goals. Responsibilities include accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed. Knowledge of public assistance and/or social services programs; ability to interpret and apply laws, regulations and guidelines; and ability to train others or to provide for staff development.  Graduation from an accredited college or university with a Bachelor’s Degree in Social Work, Public Administration or related field and six (6) years of directly related and progressively responsible supervisory/administrative experience preferred.  Master’s Degree a plus.  Deadline for State application submission is 03/28/08 to:  Franklin County, Attn:  HR Recruiting, 40 E Court St, Rocky Mount, VA  24151  - Applications submitted between 02/01/08 – 03/07/08 continue to be actively considered.
