The Family Resource Center

Franklin County Family Resource Center’s History

    The Family Resource Center (FRC) was organized in 1983 by representatives from local human service agencies, local businesses, and concerned community citizens to develop and implement services for victims of domestic violence. In 1989, FRC in conjunction with the Franklin County Board of Supervisors developed the Franklin County Department of Family Resources to provide more extensive services for victims of domestic violence, making FRC one of two domestic violence programs in the state to operate under the auspices of a local government.

    FRC was originally funded by a one-time grant from the Episcopal Church. Currently FRC receives funding from the Virginia Department of Social Services, Franklin County Board of Supervisors, United Way, and the Virginia Department of Housing and Community Development. FRC relies heavily on monetary donations and donations of goods and services from local businesses, churches, civic groups, and community citizens.

Client Eligibility

The following are basic guidelines of eligibility for admission into the shelter:
• The shelter is for women (18 or older) and their children who are victims of domestic violence, homelessness, or at risk of abuse. This includes: physical, emotional, verbal, sexual, and psychological abuse.  Shelter and services may also be obtained by men and their children, who are victims of domestic violence.
• If needed, the client must obtain medical attention before being admitted into the shelter. Staff may meet the client, in the emergency room, if needed.
• Agree, in writing, to abide by the Policies and Procedures of the shelter, that are to be followed at any safe house or other location obtained for the safety of a domestic violence victim.  (This includes a confidentiality statement.)

Confidentiality Statement

    All clients of the Family Resource Center retain rights guaranteed to them by the Virginia Statute 37.1-84 and all appropriate state and federal laws. Staff and volunteers will treat all clients with respect for basic human dignity and follow sound principles of human growth and development. Family Resource Center encourages client self-determination and self-empowerment.

    All communication between the client and staff or volunteers (records, verbal discussion, written messages) is confidential. Though members of the Family Resource Center team may discuss details of a client’s case in order to provide effective services, no information will be disclosed to outside persons or agencies.

    Four exceptions exist to this policy of confidentiality: 1) client gives written consent for release of information; 2) the staff believes the life of the client (or another person) is in danger; 3) the staff believes there may be child abuse or neglect in the client’s family; 4) the staff believes there may be adult abuse or neglect in the client's family.
