T-Ball By Laws

Philosophy

The Franklin County Parks & Recreation Departments philosophy for our youth participating in the T-Ball program is to provide a positive, non-competitive environment in which to learn the basic and fundamental skills of baseball/softball, while having fun and developing fellowship with other youth throughout the County.  T-Ball is designed for each child to participate fully and is a very important part of this activity.

Rules

  *  Equipment consists of one adjustable rubber tee and a tee ball (soft baseball).  Gloves will be the
      responsibility of each individual player.
  *  Starting the Game.  The game will begin with the toss of a coin to determine the home team.  The winner
      of the toss has the option to bat or to field the ball first.
  *  Length of Game.  Games will be (4) full innings or one hour . . . . whichever comes first.
  *  Participation.  All players will be positioned on the field, and all players will bat in the line-up.  An inning is
      complete when the last player (which is announced by the batting team) comes to bat and completes
      his/her bat.  The defensive team must stop the progression of this batter to stop the inning.
  *  Coaches are allowed to help players on both offense and defense, but cannot interfere with the play.
  *  If a defensive player gets a runner out, then the runner will return to the bench.
  *  Game scores or standings are not kept in this league.
  *  A play is complete when the ball is returned to the team leader at home-plate.  The team leader will act as
      umpire on any questionable calls.
  *  Rubber cleats are optional.
  *  No catchers are used in this league.

Playing Fields

The site for T-Ball games will be announced with the release of the game schedules.

Game Times

Games will be always scheduled for Saturdays, beginning at 9:00 am, and continuing through early evening.  If inclement weather forces several Saturday cancellations, games may be scheduled on a weeknight as a last resort.

If games have to be canceled due to inclement weather, please listen the WZBB (99.9FM) for information, or call 484-4966, for the recorded message concerning game cancellations after 3:00pm daily and after 7:00am on Saturday mornings.

Coaches & Responsibilities

  *  Contact each player on your roster concerning scheduled games and practices.
  *  Instruct players on the fundamentals of baseball/softball and to provide a fun atmosphere for learning.
  *  Remain at practice or games until parents have picked up all players.
  *  Place players in positions on the playing field.  (No player is allowed to play in front of the pitching rubber
     due to the risk of injury to that player.)
  *  Get with a sponsor or with parents concerning uniforms.  If a sponsor buys uniforms, the cost cannot be
      passed on to the players.  If parents are buying uniforms, please keep the cost reasonable.  (Ex. Caps,
      T-shirts)
  *  Teach sportsmanship to each child.  All players and coaches will meet the opposing team after the game
      with handshakes and congratulations.
