Commissioner of Revenue
The Commissioner of the Revenue, Margaret S. Torrence is an elected Constitutional Official, chosen by the voters of Franklin County and serves a four year term. The Commissioner of Revenue is the chief assessing officer of local government.
The Commissioner is responsible for assessing the value of personal property, business personal property, machinery and tools, merchants' capital and processing Virginia State Income Tax returns and quarterly estimated tax payments. The Commissioner administers the Prepared Food and Beverage Tax as well as the Transient Occupancy tax, and issues various business licenses for peddlers, dance hall, amusement machines, etc.
The Commissioner's office is responsible for assessing all new construction as well as newly sub-divided parcels of real estate. The office maintains the land books and administers the Real Estate Tax Relief for the Elderly and Permanently disabled citizen. The Commissioner also manages the Land-Use Taxation program. We are constantly striving to improve our office with procedures to better serve the public. Our goal is to provide the highest quality service to the citizens of Franklin County and the towns of Boones Mill and Rocky Mount.
A MESSAGE FROM THE OFFICE OF THE COMMISSIONER OF REVENUE OF FRANKLIN COUNTY, MARGARET S. TORRENCE CONCERNING ERRONEOUS PROPERTY ASSESSMENTS: (Effective May, 2016) Please be advised that your property was assessed during the 2016 General Reassessment of Franklin County. Notices were mailed to all property owners at that time and hearings were held by both the Board of Assessors and the Board of Equalization. Your only recourse at this time would be to petition the Circuit Court Judge and present evidence supporting your appeal. ALL SALES or documents used in the appeal process must be prior to January 1, 2016. There is a filing fee of $126.00 payable to the Franklin County Clerk of Circuit Court. Please mail the petition along with your check to the Franklin County Clerk of Circuit Court's office at: P. O. Box 567, Rocky Mount, VA 24151. You will be notified of a date to appear and present your appeal.
